The six reactors at ZNPP are not at all like the Chernobyl reactor and cannot, CAN NOT, have the same kind of accident. Chernobyl had a graphite moderator, and the building it was in was not the heavily reinforced concrete of the reactors at ZNPP. The ZNPP reactors have hard oxide fuel encased in metal, and are inside a stainless steel vessel. Chernobyl had no such vessel.
El Salvador shows what is possible when we ignore the rules we set for ourselves and allocate the necessary resources. This would also work for problems other than crime.
We could solve climate change in less than a decade by removing the bureaucratic barriers to nuclear and geothermal energy. We could colonize the solar system. We could start a eugenics or cloning program to create super-intelligent humans. Endless possibilities.
P.S. What El Salvador has done is, of course, a risky slippery slope, but the point stands: What's stopping us are the artificial and imaginary barriers we've created for ourselves.
