This seems highly problematic to me since that criteria might well include people who suffer from depression or really any range of mental illness which I cannot accept on that basis can be categorized as non-persons.
It's a pretty bold paper though, but I expect it is too far outside the Overton window to receive any serious consideration at present.
Not sure if you considered this already, but I for one would be interested in the links to the discussions as well--I'm usually just as (if not more) interested in what people are saying around some piece of news.
