Yes, centralized digital currencies allow a regime to crush any political opposition. But their advantages go further. They enable the state to directly account for externalities. Not just greenhouse gases, mind you, but also how much of a burden you are on the welfare and health care system.
For example, if you consume too much sugar, a tax can be levied on additional purchases of high-sugar foods. This tax can be gradually increased. If you still become overweight or develop diabetes, you will then only be able to buy healthy groceries with your money. This level of fine-grained control over people's behavior is just too good to ignore. In other words, it is very likely that such systems will be implemented everywhere.

Kind of a neat idea to do progressive sugar taxation, but I don't understand the advantage to a government compared to a flat tax + a prebate.
